Developing automation solutions utilizing Word VBA, SharePoint, Java, XSLT, and other technologies that produce document information in a variety of formats, to include IC HTML metadata and PUBS XML, and integrate with numerous dissemination systems.

Senior Technical Advisor and providing development and integration support. Independently created and maintained a service to convert IC-HTML metadata into PUBS-XML format for registration in the Library of National Intelligence. Previously, led a team in the design and development of a system to provide a catalog of finished intelligence products providing full-text search and fielded search of product metadata and exposing key functionality through web services. Was responsible for the overall architecture, as well as the creation of the database schema and web service interface (WSDL and XSD). Created an AJAX driven website using the ExtJS library to expose and directly leverage the web services to provide a dynamic query and display interface. Led the program through DoDIIS certification and accreditation process and significantly contributed to system documentation, installation, and testing activities.

ODNI/CIO data standards team member responsible for developing and maintaining the Intelligence Community data encoding specifications. Developed and maintained each of the IC data standards and specifications W3C schemas, schematron, rendering stylesheets, and documentation.

Senior Technical Advisor for an effort to produce the analytic intelligence products in PUBS XML format and registered in the Library of National Intelligence (LNI). Provide SME support for Quark XML Author (XA) configuration, IC data standards formats and validation, CAPCO markings, and LNI integration. Developed a utility to convert IC HTML metadata information into PUBS XML format for editing in Quark XA to facilitate production activities.

Technical lead for the Knowledge Management division of the AFPAK Task Force. Led a development team in the management of SharePoint 2007 portals on several classified networks to improve data discovery and information management capabilities by aligning with IC metadata standards. Greatly reduced the data storage requirements and produced automated solutions for populating site content.

Lead software engineer for the METS system, which is providing an enterprise capability to the Intelligence Community for extraction of metadata and semantic information (entities, events, and relationships) from free-text documents. Extracted document information is normalized into structured XML output in OWL/RDF and PUBS XML format and functionality is exposed as a SOAP web service.

Lead Developer for a PKI enabled WebLogic Portal where he coordinated the development and integration efforts of a team of mixed subcontractors. Identified inefficiencies in the configuration management and build procedures. Improved the code versioning process and led the effort to automate the build and installation process. This resulted in increased team productivity and repeatability; reducing the installation guide by 50% and the time required to install from days to hours.

Developer and systems engineer for the IPE, an XML authoring environment for the production of finished intelligence products based upon the IC Metadata Standard for Publications (IC-MSP), now known as PUBS XML. Created and managed a complex library of XSLT stylesheets used to convert IC-MSP XML into XHTML and PDF renditions, and provided development and engineering support to a number of DoDIIS community organizations. Developed various AJAX enabled features for XHTML products that leveraged the XML complement of the report. Instructed a week-long course in the practical application of XML, XSLT, XPATH, and XSL-FO technologies.

Developer and systems engineer for an Enterprise Information Integration (EII) system to deliver federated access to multiple relational and non-relational data sources by integrating multiple COTS products and exposing them through a PKI enabled web service interface. Involved in the development, systems integration, and deployment of production systems, installing and configuring a variety of applications on both Windows and Sun Solaris environments.

To automate the enterprise, data, service, network, and information assurance architecture and engineering efforts must come together in response to defined mission and business requirements. The enterprise data specifications are the result of IC collaboration and coordination in response to public law, executive orders, DNI policy and guidance, and change requests submitted by IC elements.
The Metadata Extraction and Tagging Service (METS) is a Service that extracts information found within unstructured documents. This promotes integration with structured data and will significantly improve search, analysis, and knowledge discovery. METS automates the normalization of, and extraction of information from, text documents, making the content of the documents quickly available as XML and OWL (Web Ontology Language) / RDF (Resource Description Framework) for analysis.
