Supported numerous programs and initiatives for the US Department of Veteran Affairs (VA), University of Pittsburgh Medical Center (UPMC), Johns Hopkins Medical Institutions (JHMI), and the Office of the National Coordinator for Health Information Technology (ONC) under the US Department of Health and Human Services (HHS).
Programs of note include CONNECT and the Direct Project (formerly and also occasionally referred to as NHIN or NwHIN Direct). Both programs are open-source and focused on health information exchange. Participated, presented, and led working-groups during code-a-thons in FL, CA, MN, and the DC area.
Led the Direct Project's reference implementation working-group, resulting in the 1.0 release of the Java and .NET software baselines in February of 2011. Coordinated developers and contributors from 25+ companies and across teams of different programming languages. Ensured adherence to the project's requirements and specifications and timely delivery of milestones and releases.
Contributed code to the Java reference implementation prior to leading the working-group. Focus was on the cross-document repository/messaging bridge (XDS.b, XDR, XDM, XD*) between Apache James and remote Direct or CONNECT instances. Technologies used include Java, Web Services, SOA, Apache James, Apache Tomcat, Apache Maven, Apache Derby, JUnit, jMock, and Mercurial. Development and testing required understanding and use of SOAP over HTTP, SMTP, S/MIME, PKI, and X.509 certificates and authorities.
May 2007 – November 2009
Member of the software development team for the Field Data Collection Automation (FDCA) program for the 2010 US Census.
Primary responsibilities included development of a Java EE web portal for assignment management, time and expense entry, and historical record searching. Technologies used included Java EE, JSP, Apache Struts, Apache Ant, Oracle TopLink, OC4J.
Additional responsibilities included leading an effort to automate unit and integration testing using JUnit and CruiseControl, supporting generation of mass data sets in an Oracle database for performance and load testing, and developing Oracle PL/SQL procedures.
Supported program operations at the US Census Bureau in Suitland, Maryland, while on a field assignment in late 2009.
